According to Deborah White at About.com, capital punishment, or the "death penalty", can be defined as the pre-meditated and planned taking of a human life by a government in response to a crime committed by that legally convicted person. The death penalty has been a highly debated topic for years and there are both good and bad to the death penalty being allowed to be practiced in the United States as a form of punishment.
